Up to 123 trucks a day dump excavation materials from the West Drainage Tunnel in Tai Hang in breach of the environmental permit: The ramp for trucks is not on the approved plan, and the use of dump trucks was excluded in the air and noise impact assessments. On July 12, 2010, Paul Zimmerman of Designing Hong Kong wrote to the Director of Environmental Protection to demand a cessation order on behalf of concerned residents.

congestion, road accidents, noise and the burning of 1,000,000 liters of diesel
fuel in Pokfulam. Demand that the MTR adopts a
‘zero-trucking’ target based on proposals by Designing Hong Kong to use the spoil from the South Island Line tunnel
between Nam Fung and Admiralty to fill the new hospital site next to the
Aberdeen Tunnel and by reducing the excavation of Wong Chuk Hang Estate site.
Pokfulam is facing over 500 trucks a day going in and out – or 2 trucks every minute – for a long list of projects: South Island Line, the West Drainage tunnel, the HATS tunnels, the saltwater pumping station, new schools, an old age home and other developments.
由於有大量工程已經或將會陸續動工,如港鐵南港島線、港島西區渠務工程、淨化海港工程、海水泵房、興建新學校、護老院等等其他建築工程,每天將會有多達 500 輛泥頭車(相等於每分鐘兩輛)在薄扶林進進出出。
The Quarry Bay barging point located right along a highway in a commercial district has been closed down. New barging points are being built in the middle of residential areas. Excavation spoils from the HATS tunnel in Pokfulam will be loaded onto trucks and driven all the way to Chai Wan instead of loaded onto barges directly. At the same time, trucks with spoils from the new Hong Kong west drainage tunnel in Tai Hang are being driven all the way to CyberPort to dump their spoil. And now the MTR is planning to truck excavation up and down the mountain instead of using nearby locations.
政府取消了鰂魚涌缷泥區,卻將新的缷泥區設於民居附近。然後,把淨化海港工程在數碼港產生的泥頭運到柴灣缷泥區,但同時又把大坑地盤的泥頭運到鋼綫灣,明顯是政府部門各自為政,負責相關政策的發展局、運輸局及環保局實在難辭其咎。現在,港鐵更計劃寧將工程所產生的泥頭利用運泥車上斜落斜運來運去,也不善用於鄰近合用的地點。
The Drainage Services Department is in breach of its Environmental Permit. Over 100 trucks daily arrive from Tai Hang to use the barging point in Cyberport illegally.
渠務署「港島西區渠務工程」的承建商在鋼線灣使用缷泥區的方式違反環境許可證的規定,任由超過一百輛運泥車每天從大坑駛入鋼綫灣卸泥碼頭。
The truck ramp (item 4 in the visual) and the use of dump trucks was not included in the environmental permit was issued. Note point 6.5.7 in the Environmental Impact Report (099/2006) ‘For Western portal, spoil generated will be delivery to barges by means of a covered conveyor belt. As a result, the number of vehicles entering the site will be reduced hugely and no vehicle-generated air pollution problems will arise.’
在碼頭旁加建的坡道(見圖,物件 4)及利用泥頭車運送泥頭到缷泥區都非為環境許可證批准的。詳見環境影響報告(099/2006)第 6.5.7 點指出:「產生的泥頭該由有蓋的輸送帶運送到缷泥點。這樣一來,就可以大大減低進入地盤的泥頭車的數量,避免該等車輛所導致的空氣污染問題。」
Designing Hong Kong has sent a letter on behalf of affected residents to the Director of Environmental Protection demanding a cessation order against the Drainage Services Department and its contractor. At the same time, Designing Hong Kong has lodged a complaint through the Legislative Council Redress System.
「創建香港」已經代表受影響的居民致函環保署長,要求她向渠務署及其違規承建商發出停工通知,另亦已向立法會正式申訴。
Changing the barging point for the South Island
Line from Kellet Bay to Telegraph Bay will add 10km
to every truck ride, 200 trucks a day, for two years. The result: an additional 1,000,000 liters of diesel fuel will be burned in Pokfulam.

將南港島線工程的卸泥區由奇力灣搬搬往鋼綫灣,會令約 200 輛運泥車每天在薄扶林區內上斜落斜多走 10 公里達兩年,導致額外燃燒的柴油達 1 百萬公升。薄扶林居民,請於2010年8月3日限期前在網上聯署抗議!
MTR proposes a 15km round trip between Nam Fung Road and the barging point in CyberPort, which is 10km longer than the original plan and forces trucks to navigate the steep roads of Pokfulam burning fuel and risking lives.
港鐵所建議由南豐道至數碼港卸泥區的途程長達 15 公里,比原本的建議長 10 公里,逼使泥頭車在薄扶林區內上斜落斜兜兜轉轉,帶來環境污染,甚至道路安全的風險。
Designing Hong Kong has requested the Secretary for Transport and the Secretary for Development to study options to reduce the amount of spoil to be trucked by the MTR.
「創建香港」已去信要求運輸局長和發展局長考慮一些可以減少港鐵工程所引致之卸泥量的方案。
The excavation materials from the tunnel can be used to fill the hospital site in Nam Fung Road. Engineers estimate that the site can handle most of the 350,000 cubic meters of excavation materials from the South Island Line tunnel between Admiralty and Nam Fung. The elevated ground level will allow the future private hospital to build wider and over the rail. A lower but wider building is more suitable for hospital operations.
利用南豐道地盤地勢低畦的特點,容納 35 萬立方米從金鐘至黃竹坑隧道內挖出的泥頭,將地盤基線提高,一方面完全避免往外傾卸泥頭的需要,另一方面使地盤面積擴大,對於興建醫院更有利,不但消除了對居民造成的滋擾及污染,同時為社會大眾節省基建投資的成本。
Spoils can further be reduced by a less ambitious development at Wong Chuk Hang where over 300,000 cubic meters of spoil is generated to build 47,000 sq meters of retail space.
在黄竹坑車站地盤,現行設計需要運走 30 萬立方米泥頭,以興建 4 萬 7 千平方米的商場。只要調整建築設計,依山而建,便可以避免或大幅減少卸泥量
Designing Hong Kong is a planning concern group and has actively represented residents’ concerns over projects. Designing Hong Kong has recently won the long battle to remove the Route 4 alignment from the outline zoning plans. Designing Hong Kong stopped the sale of the Seaview Building for a hotel development which would have privatized the beach – the building will now be retained for public beach side amenities.
