Over 500 objection letters have been sent to-date and another 2,500 residents in Aberdeen and Ap Lei Chau signed a petition last Sunday. The Subcommittee on Matters Relating to Railways under the Panel on Transport of the Legislative Council passed the following motion on 17 September 2009: "Our SubCommittee requests the MTR and the Government to review the alignment of the South Island Line (East) and the location of facilities, including: 1. Tin Wan temporary construction and demolition material barging points; 2. Temporary explosives magazine south of Chung Hom Shan; 3. MTR alignment in front of the TWGHs Jockey Club Rehabilitation Centre. Our SubCommittee requests the MTR and the Government to build the South Island Line entirely underground, and to inform the SubCommittee and the public regarding the financial arrangements including the above-station property development." 本委員會要求港鐵及政府就南港島(東段)重新檢討以下設施的選址及走線, 包括: 1. 田灣臨時拆建物料躉船轉運站; 2. 舂坎山臨時爆炸品儲存倉庫; 3. 東華三院賽馬會復康中心堂的鐵路走線. 本委員會並要求港鐵及政府考慮以全隧道方式興建南港島線, 並應就該鐵路的融資安排包括上蓋物業盡快咨詢本會及公眾. What is next? To avoid delay Government must review the financing model The ONLY obstacle to timely completion of the new rail line is now the funding model agreed between Government and the MTR. The MTR is pushed to build the cheapest solution because it agreed to fund the South Island Line from property development: Wong Chuk Hang estate and a new site next to Ocean Park. However, the revenue is uncertain as the MTR has yet to obtain approvals from the Town Planning Board on the permitted bulk of the two developments. We can expect the community to object strongly to tall buildings casting a shadow over Ocean Park and further deterioration of traffic conditions. By changing the financing soonest to the same 'subsidy model' used for the West Island Line, MTR can swiftly proceed and complete construction of the South Island Line underground by 2015. The pay back for Government are land premiums from (re-)development spread throughout Wong Chuk Hang, Aberdeen and Ap Lei Chau.
