Following the significant build-up of resources in Hong Kong, the Central Authorities announced in June 2014 that ‘comprehensive control’ over Hong Kong was to replace their hands-off policy practiced in the first years following the hand-over. Over the last two years, a minority of independence activists have been provoked into behavior which appears to give reasons for ever intrusive responses by the Central Authorities. How to move forward?

Alan K K Leong, SC graduated from the University of Hong Kong and University of Cambridge. He has been practicing at the Bar since 1985, and in 1998 became one of the first Senior Counsel appointed after the handover. Alan has been a leading member of the Hong Kong Bar and served as the Chairman of the Bar Council between 2001 and 2003. He also fostered closer relationships between the Bar and the Mainland legal counterparts. Alan was an elected Legislative Councillor representing the Kowloon East geographical constituency from 2004 to 2016. He also ran against Mr Donald Tsang, the incumbent Chief Executive of the Hong Kong Special Administrative Region, in 2007. |
