Cultural values and social institutions give rise to, nurture and sustain a democratic form of government. These values and institutions are the petals which make up the corolla of the flower that is democracy. They are the conditions that must obtain if democracy is to blossom and bloom and become whole. The corollary of democracy is what leads off from there - after democracy has become a generally accepted way of life. How does this apply to Hong Kong and China?

Tsim Tak-Lung is a political analyst and writer. He was educated at Raimondi College, St. Paul’s College, the University of Hong Kong and the University of Manchester. Mr. Tsim is well known in Hong Kong as a social, political and cultural commentator through his weekly column for the South China Morning Post in the 1970’s (entitled One Man’s View), programmes on RTHK radio and television in the 1980’s, his ATV current affairs programme Newsline in the 1990’s, and his column in the Hong Kong Economic Journal. The Oxford University Press in Hong Kong published six volumes of Mr. Tsim’s work in a series entitled From Culture To Civilization (in Chinese). Mr. Tsim has his own consulting company, T. L. Tsim & Associates Limited, and is a Justice of the Peace. He is currently Chairman of Project Citizens Foundation, a non-government organization dedicated to the preservation of Hong Kong’s core values.
