Upgraded GeoInfo Map launched. More to be done. The Lands Department quietly launched a revamped GeoInfo map (see: www.map.gov.hk). This makes HK smarter. But there is more to do. GeoInfo provides accurate maps and is part of the Common Spatial Data Infrastructure initiative by the Hong Kong Government. Everyone can now identify land/lot boundaries and their number. With click-through access to the paywall you can find out about private owners. There are many benefits. It certainly will help concern groups with monitoring and reporting eco-vandalism and incompatible developments. The maps also include lamp post and fire hydrant numbers, which helps accurate reporting of accidents, potholes, and fly-tipping for a faster response. You can search for public transport options and nearby facilities. Unlike Google there is no routing for pedestrians or private vehicles. In the future, overlays of the Transport Department maps of pedestrian, cycling and carriage ways, as well as traffic aids, should be included. Because InfoGeo Map is a survey measurement tool the correct stitching of satellite photos takes a lot of effort. As a result the OrthoMap offered is not refreshed as often as Google which can stretch photographs when they update their satellite maps. To compete the Lands Department should consider a direct click-through from the GeoInfo map to the aerial photographs it has produced since 1924. (https://www.landsd.gov.hk/mapping/en/paper_map/photo.htm) Glaring though is the absence of the boundaries of government responsibility over allocated and unallocated land. With one-click everyone should be able to find the name of the department responsible for a piece of land or structure – whether it is a road, park, utility, works site, building, vacant site, unallocated land, shore or beach. It is madness that it can take weeks and hundreds of man hours chasing around to find out who in Government has responsibility over a piece of land or structure. This has been done for slope maintenance responsibility, so why not for government land? (see: http://www2.slope.landsd.gov.hk/smris/map). Where there are disputes, the Lands Department should be given the responsibility to adjudicate between departments, determine the boundaries, and mark them on the map for everyone to see, at all times. |
