18+2 projects to complete the Hong Kong Island Coastal Trail 港島環島徑的18+2個改善項目Respondents in a recent survey identified two more projects to improve the “Hong Kong Island Coastal Trail.” A wider pavement is needed at Deep Water Bay where people are forced onto the road, and respondents asked for the promised public access through the Central Military Dock when there is no vessel in town.在最近的的網上調查中,受訪者提出了另外兩個建議去改善「港島環島徑」,包括擴闊現時狹窄的深水灣海濱,以及在沒有軍艦停泊時開放中環軍事碼頭。This brings the total to 20 projects to create and improve a 65-kilometre hiking route around Hong Kong Island. Close to 80% of the 1,200 people expressed support in the survey for all the proposed improvements. While everyone agrees on connecting the different promenades, pavements and trails into a route close to the shore, some raised concerns over safeguarding the natural environment (minimizing concrete) and making sure that the route is safe for all.除此之外,我們都收到很多寶貴的意見。絕大多數的受訪者都同意應該將現有的海濱連接起來,並將行人盡可能帶到海邊。部份受訪者就對保護自然環境(特別是減少使用混凝土等人工材料)及行人的安全表達關注。Now the hard work starts. Footpath under Shun Tak Centre 在信德中心地面的行人通道 (94.62%)The road under Shun Tak Centre was approved without a pavement by the Lands Department when the site was granted. There was also no approval for car parking spaces. Safety for pedestrians, joggers and runners would be tremendously improved by enforcing a ‘no parking policy’ or alternatively to construct a footway over this private land. This is one for the Harbour Office, Development Bureau, to resolve with the owner. 94.62% of the survey respondents support this proposal. Concerns were expressed over traffic safety, keeping the access open 24/7, and keeping it open for cyclists.地政總署在批地興建信德中心時,准許擁有人在地面不設行人通道,現時用作泊車用途其實也未獲批准。如果將這段私家路劃為不准泊車,甚至舖設一條行人路,這樣行人及其他道路使用者的安全將會大大提升。這個建議需要發展局的海港辨事處與擁有人商討。調查結果顯示有94.62%的受訪者都贊成這個建議。但同時受訪者都表達對交通安全的關注。亦有意見表示希望通道可以24小時開放以及開放給單車使用。2. Footpath at the Western Water Selling Kiosk 西區食水賣水站旁的行人徑 (86.94%)Removal of the fences by the Water Supplies Department and the removal of a short section of planters by the LCSD will go a long way in resolving this bottleneck. Ideally the emergency access road granted to the Western Cross Harbour Tunnel is shortened to create a lot more space for pedestrians. Over to the Harbour Office. 86.94% of the respondents support this proposal. Concern was expressed over removal of vegetation.只要移除西區食水賣水站的圍欄和部份花槽,就可以解決行人路樽頸位的問題。最理想的做法是可以開放並縮短連接西區海底隧道的緊急車輛通道,以提供更多地方讓行人使用。這個建議也需要發展局的海港辨事處協助。根據調查結果,有86.94%的受訪者都贊成這個建議但對移除植物表示關注。3. Connect Kennedy Town Waterfront and the Western Public Cargo Working Area 堅尼地城海旁及西環公眾貨物裝卸區的連接 (94.71%)The Central and Western District Office together with the Harbour Office are converting berths 1, 2 and 3 of the cargo working area into a park. Now we need to make sure fences are removed and (gravity drop) gates are installed to allow pedestrian access between the new park and the cargo working area (Marine Department), and along the waterfront edge used by fishermen. 94.71% of the respondents support this proposal. Promenade in front of Cadogan Park and at China Merchants Wharf 加多近街臨時花園及招商局碼頭的海濱 (94.80%)The District Office has a proposal to use the water’s edge for a temporary promenade, capping the ground contaminated by the former incinerator. At the same time, the owners of China Merchants are seeking approvals for its redevelopment and public access proposals. Together they connect the Kennedy Town Praya with the promenade at the Kennedy Town Football Pitch. 94.80% of the respondents support these proposals. Some made clear they want pet access and more seating for enjoyment of the sunset.中西區民政事務處提出過將水邊的用地改作臨時海濱長廊,覆蓋前焚化爐污染的地面。旁邊招商局是私人土地,它們正就重建尋求政府的批准,當中包括開放讓公眾通行的建議。兩個建議將會鐲海濱範圍一直延伸到堅尼地城的足球場的位置。 根據調查結果,有94.80%的受訪者都贊成這個建議。受訪者亦明確表明希望可以開放讓寵物使用及提供更多座位。5. Pedestrian trail between Sandy Bay and Telegraph Bay 連接大口環及綱綫灣的行人徑 (94.69%)Studies by the Home Affairs Department suggest a link, similar to the Mills & Chung Path along Island Road, resting on piers along the high water mark. We propose that this 300 meter structure is financed as an associated project of Cyberport’s expansion. The estimated budget is around HK$300m. 94.69% of the respondents support this proposal. Concerns were expressed over minimizing the environmental and ecological impacts.我們建議將這條300米的長廊包括在最新一期的數碼港擴建計劃之內,向立法會申請撥款興建。民政事務總署的初步建議在海邊興建一條類似苗鍾徑的行人道,項目的預算約為港幣三億元。網上調查中有94.69%的受訪者都贊成這個建議。而主要的關注在於如何減少對環境及生態的影響。6. Pedestrian bridge across the waterfall between Cyberport Road and Wah Fu 橫跨瀑布灣,連接數碼港道及華富的行人天橋 (91.63%)After 8 years, LCSD and the Home Affairs Department have finalised the design and budget. The final hurdles are confirmation of the management agent, and priority for funding under District Minor Works. 91.63% of the respondents support this proposal. People like to see the route made safe between Wah Fu and Cyberport. Concerns were expressed over minimizing the environmental and visual impacts.經過八年的商討和研究,康文署和民政事務總署已經有此工程的定稿和預算。現時要解決的商討天橋的管理事宜以及在安排在地區小型工程計劃上優先處理這項工程。根據調查結果,有91.63%的受訪者都贊成這個建議。受訪者都樂於見到一條由華富直達數碼港的捷徑,但同時亦關注對環境及景觀的影響。7. Removal of the gate at the waterfall and beach 拆除瀑布灣公園內前往瀑布的鐡閘 (88.34%)Residents and other visitors including kids and elderly are forced to climb over railings to reach the beach and the base of the waterfall. The simple solution is for LCSD to remove the barriers, and to install safety buoys and notices with educational information: Beware of flash floods and storm tide. Do not enter the beach during storms and rain. 88.34% of the respondents support this proposal. Some raised safety concerns and made suggestions regarding information boards with weather forecasts and water levels.現時康文署設置了扶手和鐡欄防止市民進入瀑布的範圍,居民和其他遊人只能爬過欗杆到達海邊的位置。簡單的方案包括拆除欄杆、設置浮標、加設「慎防山洪和潮汐」、「雨天時請勿進入」等教育或警告字句。調查中有88.34%的受訪者都贊成這個建議。受訪者亦建議設立電子顯示屏並提供天氣及水位等消息。8. Deep Water Bay footpath 深水灣行人路 (New project added 新建議) (94.62%)Respondents to our survey pointed out that a proper pavement is missing in Deep Water Bay. People are forced to walk on the road which is dangerous. We propose that the Civil Engineering and Development Department, the Transport Department and the Leisure and Cultural Services Department jointly develop a plan to revamp the Deep Water Bay waterfront as part of the coastal improvement program initiated after Typhoon Mangkhut. The future design needs to cope with rising sea levels, provide adequate footway, beautify the beach and provide the necessary supporting facilities.在問卷調查中,有受訪者指出深水灣的行人路非常狹窄,有需要去改善去避免意外發生。我們建議土木工程拓展署、運輸署及康文署合作將重整深水灣的海濱列入海濱改善計劃當中。透過重整工程,我們希望新的海濱設計能夠應對海平面上升的威脅、提供足夠的行人空間、美化整個海灘的環境、以及提供更多的配套設施。9. Trail between South Bay and Chung Hom Kok Road 連接南灣及舂磡角道的山徑 (92.24%)District Minor Works project under the Home Affairs Department. This can take years though as the long queue of projects exceeds the annual budget and man power available. 92.24% of the respondents support this proposal. Concerns were expressed over minimizing the use of concrete and the need to keep the path as natural as possible.改善山徑的申請已經遞上地區小型工程計劃的審批並得到原則性的批准。但由於現時民政事務總署所輪候的工程已經超過了可用的預算,因此可能仍需要等待一段時間方可動工。網上調查結果顯示有92.24%的受訪者都贊成這個建議。受訪者亦希望工程可以盡可能保持山徑的原貌和避免使用混凝土等。10. Pavement between Stanley and the Stanley East Catch Water 赤柱到赤柱東引水道之間的行人路 (90.63%)It is unfortunate roads were not widened when slopes were strengthened. Widening the mountain roads of Hong Kong Island to improve the footways is long overdue. Improving the footway along Stanley Gap Road has long been on our list for the Transport and Highways Departments. They are concerned over costs and impact of construction work on traffic. 90.63% of the respondents support this proposal. Concern was expressed over road safety.很可惜政府為赤柱峽道加固斜坡時並沒有一拼擴闊行人路。現時部份港島山路有必要改善它的行人徑但政府卻遲遲未有行動。如果要改善赤柱峽道的行人路將會由運輸署及路政署負責。根據調查結果,有90.63%的受訪者都贊成這個建議。而受訪者主要關注在於道路使用者的安全。11. Pavement along Cape D'Aguilar Road 在鶴咀道舖設行人路 (84.62%)A footway from Shek O Road to Cape D’Aguilar will help the growing number of hikers who are forced to walk on the road. This is a task for the Transport and Highways Department. 84.62% of the respondents support this proposal, calling for measures to ensure pedestrian safety, including pavement, warning signs and lower speed limits. Concerns were raised over costs and the number of people using this section.興建連接石澳道到鶴咀的行人路可以防止大量的行山客走在馬路上。這項工程也需要運輸署及路政署之間的協調。調查結果顯示有84.62%的受訪者都贊成這個建議,並建議舖設行人路、增設警告牌、降低車速限制等方案去確保行人空全。部份受訪者亦對造價和需求等提出關注。12. Trail from Cape D'Aguilar Road to Shek O 鶴咀道到石澳的山徑 (94.14%)This has been approved in principle as a District Minor Works project under the Home Affairs Department. AFCD has no objection for the section through the Shek O Country Park. Given the funding constraints the wait may stretch several years. 94.14% of the respondents support this proposal. Concerns focused on keeping the route as natural as possible and to avoid artificial materials.這個工程的申請已經遞上地區小型工程計劃的審批並得到原則性的批准。現時正等待工程的撥款但可能需時幾年。部份的工程位於石澳郊野公園內,而漁護署審視過後並沒有異議。根據調查結果,有94.14%的受訪者都贊成這個建議。受訪者都希望可以盡量保留自然景貌及避免使用人工物料。13. Pavement between Shek O and Big Wave Bay 舖設連接石澳及大浪灣的行人路 (91.59%)A footway along the road between Shek O and Big Wave Bay will require slope works and is constrained by private land. Nonetheless, the Transport and Highways Departments must get on with creating whatever width possible to offer pedestrians a safe refuge. 91.59% of the respondents support this proposal. Respondents agree the road is dangerous for pedestrians. Concerns raised were raised about traffic flow and the risk of illegal parking.興建石澳至大浪灣之間的行人路需要進行一些斜坡工程,部份途徑的地方亦受到私人土地的限制。不過運輸署及路政署仍可以在部份路段先設置行人路。網上調查中有91.59%的受訪者都贊成這個建議。受訪者都認同現時行人在此路段行走非常危險,但同時關注對車流影響和擔心衍生違泊的問題。14. Pedestrian link between Heng Fa Chuen and Shau Kei Wan through the Hong Kong Museum of Coastal Defence 經過香港海防博物館,連接杏花邨及筲箕灣的行人徑 (94.04%)The CEDD is completing a public staircase from Shing Tai Road up the hill. The LCSD is studying how to allow pedestrian access through and along the Museum of Coastal Defence. We are asking the Transport and Highways Department to improve connecting footways. 94.04% of the respondents support this proposal as this makes Heng Fa Chuen more accessible. Others suggest building a path along the coast, however, this is difficult because of land ownership.土木工程拓展署正在興建一條由盛泰道上山的公眾樓梯,同時康文署亦研究開放行人通過海防博物館的可行性。但要改善杏花邨到筲箕灣的連接,還需要運輸署及路政署加強鄰近地區的行人路連接。調查中有94.04%的受訪者都贊成這個建議。受訪者都希望可以令杏花邨更便利。亦有受訪者表示希望可以興建沿海的棧道,但因地權的問題此方案會比較難達成。15. Widen the Quarry Bay Promenade 擴闊鰂魚涌海濱長廊 (82.29%)Cutting back space from the Short Term Tenancy car park is a job for the Harbour Office at the Development Bureau. More complicated is the task of negotiating rights of access over land occupied by the Towngas Quarry Bay Pigging Station, and the government’s Eastern Harbour Tunnel Quarry Bay Ventilation Building. 82.29% of the respondents support this proposal. Some respondents think the promenade is fine for the moment. Others ask for dog and cycling access, and for separate jogging and walking lanes.縮小臨時停車場的範圍並轉化成海濱一部份是海港辦事處的職責去商討。海港辦事處還要處理更複雜的問題,包括如何盡可能開放更多鄰近煤氣公司和隧道相關建築的用地讓市民使用。根據調查結果,有82.29%的受訪者都贊成這個建議。部份受訪者表示已經對現時的海濱感到滿意。亦有人希望可以開放讓寵物及單車使用,以及設立緩跑徑。16. A board walk under the Island Eastern Corridor between Quarry Bay and Tin Hau 在東區走廊下的沿海棧道 (95.23%)This project is under the remit of the Harbour Office and – after several missteps - is moving forward slowly. Irritating obstacles including the crossing of the fire services station’s pier have yet to be resolved. 95.23% of the respondents support this proposal. Many show their desire for walking close to the sea. We have yet to find out how the Harbour Office plans to fix this, and how these problems will be avoided at other places where private developments interface with public waterfronts. 78.77% of the respondents support this proposal. Respondents suggest more shading and seating, and to allow people to sit on the grass.因為牽涉到政府土地和私人土地,在綠化比率和緊急車輛通行這兩個要求上,在這個新落成海濱項目上並未有好好協調,而政府亦未見有任何計劃去改善此問題,以及去避免相同的問題在未落成的發展中再次出現。根據調查結果,有78.77%的受訪者都贊成這個建議。受訪者都表示希望可以提供更多的遮蔭和座位,以及開放公共空間的草地。18. Footpaths along Hung Hing Road 鴻興道的行人路 (93.86%)We have informed the Harbour Office which is now working with relevant departments to fix the short sections of missing footways along Hung Hing Road. 93.86% of the respondents support this proposal. Signage system along the Hong Kong Island Coastal Trail 港島環島徑沿途的指示牌 (94.06%)Several signage systems are in place along sections of the trail, including from the Southern District Office, Eastern District Office, LCSD, Harbour Office, Tourism Commission Visitor Signage System, and Transport Department. Ideally, we agree on integration of directional and information signs, including distance, time, GPS location QR codes, elevation changes, and information on local highlights. 94.06% of the respondents support this proposal.
