Gateway to Ma On Shan Country Park under threat of development Save our country parks: Click here to object to rezoning green belt at Ma On Shan (Plan No. S/MOS/23) Been to the Ma On Shan Country Park lately? Walked up the road to Ma On Shan Tsuen? Government has an outrageous plan to rezone large areas of green belt along this one lane road for housing development. This will not only seriously impact the adjacent country park. Three sites are to be rezoned for public housing and one for private housing. These will provide 6170 and 1080 flats respectively, or a total population of 20,430 people. In addition there will be primary schools and water work facilities to support the residential development. It will also require significant infrastructure works including road widening and slope stabilisation. These will cover land many times larger than the area to be covered with flats. The sites are small agglomerations of licensed squatter huts and farm fields up the mountain near Ma On Shan Tsuen and Cheung Muk Tau Village. These were formed on government land between 1950 and 1970. All of these are still active and people will have to relocate. If the government is really short of land and keen to take green belt here, it should select sites near the highway (Ma On Shan Bypass) rather than up the mountain. The proposed rezoning is only 15m away from the Ma On Shan Country Park. The proposed development are not compatible with the existing environment of dense vegetation, patches of farm land and small houses. The works and development will impact a popular hiking trail and barbecue spots. Once approved, it will set an undesirable precedent for other similar developments. Deadline December 16 The Town Planning Board is inviting the public to make representations before December 16. We encourage everyone to actively submit your comments to the Town Planning Board (Email: [email protected], Fax: 2877 0245 / 2522 8426); to sign the online petition by the Conservancy Association (Chinese only) or to go use the form on the Town Planning Board website. 馬鞍山郊野公園旁的發展威脅 保衛郊野公園:按此反對馬鞍山綠化地帶的改劃方案 在通往馬鞍山郊野公園的路上,兩旁只有大量的植物和馬鞍山村這條充滿故事的小村落。但最近,政府建議在路旁建劃用地,在這條通往郊野公園的唯一通道旁大與土木,興建住宅及社區設施。 這個改劃明顯會對旁邊的郊野公園帶來嚴重的破壞。政府建議將馬鞍山綠化地帶中的三塊用地用作興建公營房屋,以及另一塊用地興趣私人屋苑,分別提供6170及1080個單位,預計居住人口將達20 430人。此外,改劃亦預留了土地興建社區設施及水務設施以配合住宅發展。當然,改劃的背後亦包括拓寬道路、鞏固斜坡等的基礎工程,因此最後大興土木的範圍必定較改劃的面積大得多。 現時樟木頭村以小型房屋為主,而馬鞍山村一帶則佈滿牌照屋及農地。居民早在50年代已遷入,到現時仍有居民居住於此,亦因為本次的改劃他們必須搬遷。假若政府必須覓地建屋,也應該聚焦在馬鞍山繞道一帶現有相關配套的地方,而非發展山上鄰近效野公園的用地。 現時改劃的用地距離馬鞍山郊野公園只有15米。而附近的地方仍有茂密的植被,附近亦只有農田及低密度的小屋,因此所建議的發展規模與現有的環境並不相容。另外,工程和發展亦會影響通往馬鞍山郊野公園的唯一道路帶來影響,並對前往晨運、遠足、燒烤等居民及遊客帶來滋擾。假如改劃獲批,更會為發展綠化地帶甚至郊野公園立下一個壞先例。 12月16日前提出意見 城規會正邀請公眾提交申述,申述期將在12月16日完結。我們鼓勵大家積極提交申述,反對改劃該區多幅綠化地帶。你可以透過電郵([email protected] )、傳真(2877 0245 或 2522 8426)、到城規會網頁或參與長春社的網上聯署表達意見。根據最新的指引,申述者必須提供身份証或護照上的全名及首四個字母數字。
