'Parents of Non-Chinese Speaking Special Education Needs Children' are campaigning for additional school places. Last year, 2,300 signatures were collected requesting the Education Bureau to increase the number, quality and scope of English-medium school places for children with special education needs. Paul Zimmerman, as Pokfulam District Councillor, raised questions at the Southern District Council in September 2014. And on 30 January 2015, the Equal Opportunities Commission (EOC) agreed that there is scope for improvement by the Education Bureau. Parents of children with special education needs who are unable to learn in Chinese, and who have trouble getting English language school places, are invited by the EOC to register their complaints.
