Proposal\u00a0for a public marine\u00a0centre\u00a0in Tolo Harbour\u00a0submitted<\/strong><\/p>\n

Hong Kong, 5 February 2013 – Designing Hong Kong has submitted a Section 12a planning application to the Town Planning Board for a public marine center in Tolo Harbour.<\/p>\n

The proposal calls for a dry\u00a0stack\u00a0for 200 boats and a floating pontoon system for 400 boats at Pak Shek\u00a0Kok, partially in front of Hong Kong Science and Technology Park. The estimated\u00a0cost\u00a0is around HK$200million.<\/p>\n

The marine\u00a0centre\u00a0will offer affordable\u00a0mooring\u00a0of boats, opening up the waters of Tolo Harbour to the community for marine\u00a0tourism, leisure, recreation, and water sports activities. These activities\u00a0offer\u00a0new job opportunities for fishermen displaced by the trawling ban. The\u00a0man-made shoreline\u00a0was selected to minimize the ecological impact of building\u00a0waterfront\u00a0facilities. The adjacent Science Park offers convenient public transport,\u00a0and\u00a0ample parking, retail and restaurant facilities.<\/p>\n

\u201cThe Hong Kong community\u00a0deserves\u00a0public marine\u00a0centres\u00a0where they can store boats cheaply. Hong Kong\u00a0has\u00a0a spectacular 1,000km coastline, 280 islands, blue waters and white sand\u00a0beaches. However, boating is restricted to the super rich who can afford a\u00a0private\u00a0marina. Facilities are needed for the public to keep boats and water\u00a0sports\u00a0equipment safe at a low cost. After all, a surfboard does not fit in\u00a0your\u00a0home, you can\u2019t take it on the minibus, you can\u2019t take it on the MTR and\u00a0few\u00a0people can afford a car,\u201d said Paul Zimmerman, CEO, Designing Hong Kong Limited.<\/p>\n

Pak Shek Kok is one of several\u00a0locations\u00a0identified for new facilities in Designing Hong Kong\u2019s\u00a0research\u00a0\u2018Vibrant\u00a0Harbours\u00a0\u2013 Water Activation Projects\u2019. Site selection criteria include\u00a0minimal\u00a0ecological impacts, presence of leisure marine activities, available\u00a0land, road access and minimal impact on commercial marine traffic.<\/p>\n

The application by Designing Hong Kong, Y\/PSK\/1, proposes the zoning of a remaining waterfront site at\u00a0Pak\u00a0Shek\u00a0Kok as \u201cOther Specified Uses (Marine Centre)\u201d and \u201cOpen Space\u201d. The public can submit comments to the Town Planning Board until 22 February 2013. The same site is proposed to be zoned Residential (Group B) in\u00a0the\u00a0new draft Outline Zoning Plan S\/PSK\/10 for Pak Shek Kok (East) which is open for public comments until 18 March 2013. Designing Hong Kong does not consider this a conflict, as both\u00a0plans\u00a0can be combined.<\/p>\n

\u201cImplementation of the Public Marine Centre in Tolo Harbour will be a matter of Government to decide on. One\u00a0option\u00a0is to include the construction of the marine\u00a0centre\u00a0as a \u2018Built-Transfer\u2019 requirement with future residential land sales at Pak Shek\u00a0Kok. Once built, the facilities can be operated by existing or new\u00a0not-for-profit\u00a0organisations,\u201d Paul Zimmerman explained.<\/p>\n

\u65e9\u524d\u5275\u5efa\u9999\u6e2f\u6839\u64da\u300a\u57ce\u5e02\u898f\u5283\u689d\u4f8b\u300b\u7b2c12A\u689d\u63d0\u51fa\u7533 \u8acb\u4fee\u8a02\u571f\u5730\u7528\u9014\uff0c\u7528\u65bc\u5410\u9732\u6e2f\u8208\u5efa\u516c\u5171\u6d77\u4e8b\u8a2d\u65bd\u4e2d\u5fc3\u3002<\/p>\n

\u8a08\u5283\u65bc\u767d\u77f3\u89d2\u9999\u6e2f\u79d1\u6280\u5712\u524d\u65b9\u8208\u5efa\u4e4b\u8a2d\u65bd\u5305\u62ec\u53ef\u5b58\u653e 200\u8258\u8239\u7684\u8239\u96bb\u5132\u5b58\u5009\uff0c\u4ee5\u53ca\u53ef\u505c\u6cca400\u8258\u8239\u7684\u6d6e \u6a4b\u7cfb\u7d71\u3002\u6574\u500b\u8a08\u5283\u9020\u50f9\u9810\u8a08\u7d04\u97002\u5104\u6e2f\u5e63\u3002<\/p>\n

\u64ec\u8b70\u6d77\u4e8b\u8a2d\u65bd\u4e2d\u5fc3\u63d0\u4f9b\u8db3\u5920\u7684\u8239\u96bb\u505c\u6cca\u4f4d\u7f6e\uff0c\u958b\u653e\u5410\u9732 \u6e2f\uff0c\u767c\u5c55\u6d77\u5cb8\u65c5\u904a\u3001\u4f11\u9592\u5a1b\u6a02\u670d\u52d9\u53ca\u6c34\u4e0a\u904b\u52d5\u3002\u540c\u6642\uff0c \u6b64\u8a08\u5283\u80fd\u70ba\u56e0\u7981\u6b62\u62d6\u7db2\u6355\u9b5a\u800c\u5931\u53bb\u751f\u8a08\u7684\u6f01\u6c11\u63d0\u4f9b\u5de5\u4f5c \u6a5f\u6703\u3002\u800c\u8a72\u5730\u662f\u65b0\u8fd1\u586b\u6d77\u6240\u5f97\uff0c\u9032\u884c\u5efa\u8a2d\u5c0d\u751f\u614b\u7684\u5f71\u97ff \u6975\u5fae\u3002\u9130\u8fd1\u79d1\u6280\u5712\u65e2\u6709\u7684\u516c\u5171\u4ea4\u901a\u670d\u52d9\u3001\u505c\u8eca\u4f4d\u8207\u96f6\u552e \u53ca\u98f2\u98df\u5546\u8216\u4ea6\u53ef\u70ba\u8a08\u5283\u7684\u914d\u5957\u8a2d\u65bd\uff0c\u66f4\u6709\u6548\u5730\u4f7f\u7528\u73fe\u6709 \u8cc7\u6e90\u3002<\/p>\n

\u5275\u5efa\u9999\u6e2f\u884c\u653f\u7e3d\u88c1\u53f8\u99ac\u6587\u7a31\uff1a\u300c\u9999\u6e2f\u61c9\u8a72\u6709\u4e00\u500b\u516c\u5171\u6d77 \u4e8b\u8a2d\u65bd\u4e2d\u5fc3\uff0c\u662f\u6536\u8cbb\u4fbf\u5b9c\u4e14\u53ef\u8b93\u4eba\u64fa\u653e\u8239\u96bb\u3002\u672c\u6e2f\u64c1\u6709 \u4e00\u689d\u95771000\u516c\u91cc\u7684\u58ef\u89c0\u6d77\u5cb8\u7dda\u3001280\u500b\u5cf6\u5dbc\u3001\u6e5b \u85cd\u7684\u6d77\u6d0b\u3001\u767d\u8272\u6c99\u7058\u2026\u2026\u53ef\u60dc\u7684\u662f\u53ea\u6709\u8d85\u7d1a\u5bcc\u8c6a\u624d\u6703\u6709 \u4e00\u500b\u5408\u9069\u7684\u7a7a\u9593\u5b89\u5fc3\u5730\u5b58\u653e\u8239\u96bb\u6216\u6c34\u4e0a\u904b\u52d5\u5668\u6750\u3002\u4f60\u7684 \u6ed1\u6d6a\u677f\u4e0d\u80fd\u653e\u5728\u5bb6\u3001\u53c8\u4e0d\u53ef\u4ee5\u5e36\u4e0a\u5c0f\u5df4\u6216\u6e2f\u9435\uff0c\u4ea6\u4e0d\u662f \u4eba\u4eba\u6709\u8eca\u3002\u300d<\/p>\n

\u5275\u5efa\u9999\u6e2f\u66fe\u7d93\u505a\u904e\u4e00\u500b\u540d\u70ba\u300c\u5171\u5efa\u6d3b\u529b\u6d77\u6ff1\u300d\u7684\u7814\u7a76\uff0c \u5217\u51fa\u53ef\u8208\u5efa\u6c34\u4e0a\u5eb7\u6a02\u914d\u5957\u8a2d\u65bd\u7684\u5730\u9ede\u3002\u9078\u5740\u689d\u4ef6\u5305\u62ec\uff1a \u975e\u751f\u614b\u654f\u611f\u5730\u5e36\u3001\u73fe\u6709\u6d88\u9592\u6c34\u4e0a\u6d3b\u52d5\u5730\u5340\u3001\u53ef\u7528\u571f\u5730\u3001 \u6709\u9053\u8def\u9023\u63a5\u4ee5\u53ca\u5c0d\u6d77\u8def\u904b\u8f38\u7684\u5f71\u97ff\u76e1\u91cf\u5c11\u3002\u767d\u77f3\u89d2\u5c31\u662f \u5176\u4e2d\u4e00\u500b\u3002<\/p>\n

\u662f\u6b21\u7684\u7533\u8acb\u7de8\u865f\u70baY\/PSK\/1\uff0c\u5efa\u8b70\u4fee\u8a02\u8a72\u5730\u5340\u7528 \u9014\u70ba\u300c\u5176\u4ed6\uff08\u6d77\u4e8b\u8a2d\u65bd\u4e2d\u5fc3\uff09\u300d\u548c\u300c\u4f11\u61a9\u7528\u5730\u300d\u3002\u516c\u773e \u53ef\u4ee5\u5728\u4eca\u5e742\u670822\u65e5\u6216\u4ee5\u524d\u5c31\u7533\u8acb\u66f8\u5411\u57ce\u898f\u6703\u63d0\u4ea4\u610f \u898b\u3002\u540c\u6642\uff0c\u767d\u77f3\u89d2\u6771\u5206\u5340\u8a08\u5283\u5927\u7db1\u4fee\u8a02\u5716\u5efa\u8b70\u5c07\u8a72\u5730\u6539 \u70ba\u300c\u4f4f\u5b85\uff08 \u4e59\u985e\uff09\u300d\u4ea6\u6b63\u6536\u96c6\u5e02\u6c11\u610f\u898b\uff0c\u622a\u6b62\u65e5\u671f\u70ba\u4eca\u5e743\u670818\u65e5\u3002\u672c\u516c\u53f8\u8a8d\u70ba\u5169\u9805\u5efa\u8b70\u4e4b\u9593\u4e26\u7121\u885d\u7a81\uff0c\u53ef\u4ee5\u5408\u4f75\u3002<\/p>\n
