Kai Tak: Toilet bowl or water sports paradise<\/strong><\/a><\/p>\n

The best water for marine recreation, leisure and sports in Victoria Harbour for all aegis the 90 hectares of inland water known as the Kai Tak Approach Channel and the Kwun Tong Typhoon Shelter. The water is calm in almost all-weather conditions and is protected by land on all sides except for small gaps between the Kai Tak runway and Kwun Tong.<\/p>\n

Two things are required to make this water available to the 2.2 million residents of Kowloon for recreation: clean water and purpose built marine supporting facilities along the shore (think: the water sports centre at Stanley main beach).<\/p>\n

Despite intense planning for the former airport site, both are left wanting. Drastic action is needed to achieve both. The Government should reconsider treating Kai Tak\u2019s inland water as a toilet bowl for the benefit of land revenue and cost savings.<\/p>\n

The first \u2018no-reclamation\u2019 outline zoning plan for Kai Tak in 2007 had roads along each section of the waterfront. With lobbying, these were moved except for a short section.<\/p>\n

As of 2014, water sports and recreation are now always permitted in public open spaces, but we have a saying: \u2018always permitted means it never gets done\u2019.<\/p>\n

Instead of permanent sites we can expect two containers on the lower embankment of the runway, use of an old fire station surrounded by temporary structures near the runway tip and a small site under the highway without landing steps or a ramp to access the water.<\/p>\n

What\u2019s worse is the water quality. Many remember the smell upon landing at Kai Tak. To solve this, a 600 metre gap under the runway would allow tidal changes to flush the enclosed waters.<\/p>\n

In 2018, it was proudly determined that the land could be used for development and infrastructure as the gap was no longer needed. As factories moved to the Mainland, the \u2018expedient\u2019 discharge of pollutants into storm drains had \u2018improved\u2019 a lot.<\/p>\n

Unfortunately, the Government advised the Town Planning Board in November 2020 that although the smell had gone, runoff from Kowloon City and Kwun Tong and effluent from the Tai Po and Shatin Sewage Treatment Works will continue to flow into this semi-enclosed waterbody. This makes it doubtful the E.coli standards for secondary contact recreational uses will (ever) be met. The solution is simple \u2013 to invest into redirecting these pollutants to the open water.<\/p>\n

It is not too late to fix Kai Tak.<\/p>\n

\u555f\u5fb7\u660e\u6e20\u9032\u53e3\u9053\u53ca\u89c0\u5858\u907f\u98a8\u5858\u7684\u6c34\u57df\u662f\u5404\u5e74\u9f61\u5c64\u5728\u7dad\u6e2f\u5169\u5cb8\u9032\u884c\u6c34\u4e0a\u6d3b\u52d5\u7684\u7406\u60f3\u5730\u65b9\u3002\u5728\u5404\u7a2e\u5929\u6c23\u4e0b\uff0c\u8a72\u8655\u90fd\u98a8\u5e73\u6d6a\u975c\uff0c\u9664\u555f\u5fb7\u8dd1\u9053\u53ca\u89c0\u5858\u4e4b\u9593\u7684\u593e\u7e2b\uff0c\u56db\u5468\u90fd\u88ab\u9678\u5730\u5305\u570d\u3002<\/p>\n

\u8981\u5c07\u9019\u6c34\u57df\u958b\u653e\u7d66 220 \u842c\u4e5d\u9f8d\u5340\u5e02\u6c11\u9032\u884c\u6c34\u4e0a\u6d3b\u52d5\u6709\u5169\u500b\u5148\u6c7a\u689d\u4ef6\uff1a\u4e00\u3001\u6f54\u6de8\u6c34\u8cea\uff1b\u4e8c\u3001\u6cbf\u5cb8\u7684\u6c34\u4e0a\u6d3b\u52d5\u914d\u5957\uff08\u5982\u8d64\u67f1\u6b63\u7058\u7684\u6c34\u4e0a\u6d3b\u52d5\u4e2d\u5fc3\uff09\u3002\u5118\u7ba1\u555f\u5fb7\u7684\u767c\u5c55\u5982\u706b\u5982\u837c\uff0c\u4ee5\u4e0a\u5169\u9805\u537b\u4e86\u7121\u5bf8\u9032\uff0c\u8981\u9054\u6210\u689d\u4ef6\u4ecd\u9808\u4e0b\u66f4\u591a\u82e6\u529f\u3002<\/p>\n

\u555f\u5fb7\u9996\u500b\u6392\u9664\u586b\u6d77\u7684\u898f\u5283\u5927\u7db1\uff08S\/K22\/2, 2007\uff09\u4e2d\u6709\u99ac\u8def\u8cab\u7a7f\u4e0d\u540c\u6d77\u6ff1\u8def\u6bb5\uff0c\u591a\u6b21\u904a\u8aaa\u5f8c\u6210\u529f\u722d\u53d6\u53ea\u5728\u4e00\u5c0f\u6bb5\u4fdd\u7559\u99ac\u8def\uff0c\u6c34\u4e0a\u6d3b\u52d5\u53ca\u5a1b\u6a02\u4ea6\u96a8\u4e4b\u7372\u51c6\u5728\u516c\u5171\u7a7a\u9593\u9032\u884c\u3002\uff08S\/K22\/4, 2014\uff09\u7136\u800c\uff0c\u653f\u5e9c\u537b\u70ba\u4e86\u571f\u5730\u6536\u5165\u53ca\u7bc0\u7701\u6210\u672c\uff0c\u5c07\u555f\u5fb7\u6c34\u57df\u8996\u70ba\u540d\u4e4e\u5176\u5be6\u7684\u516c\u5ec1\u3002<\/p>\n

\u53ea\u662f\u5728\u6211\u5011\u773c\u4e2d\uff0c\u4e00\u7d19\u6279\u6587\u9060\u672a\u8db3\u5920\u3002\u8981\u78ba\u4fdd\u904a\u4eba\u80fd\u4eab\u53d7\u6c34\u4e0a\u6d3b\u52d5\uff0c\u7372\u51c6\u6d3b\u52d5\u7684\u7d30\u5247\u8981\u66f4\u660e\u78ba\uff0c\u800c\u8a2d\u65bd\u914d\u5957\u4ea6\u8981\u6709\u76f8\u61c9\u8a2d\u7acb\u3002\u73fe\u6709\u898f\u5283\u4e0b\u672a\u898b\u8208\u5efa\u6c38\u4e45\u6c34\u4e0a\u6d3b\u52d5\u4e2d\u5fc3\u7684\u8a08\u5283\uff0c\u53d6\u800c\u4ee3\u4e4b\u6211\u5011\u9810\u898b\u53ea\u6703\u6709\u7531\u5404\u7a2e\u96f6\u96f6\u788e\u788e\u7684\u81e8\u6642\u8a2d\u65bd\u6e4a\u5408\u800c\u6210\u7684\u6c34\u4e0a\u6d3b\u52d5\u914d\u5957\uff0c\u4f8b\u5982\u5728\u8dd1\u9053\u4f4e\u6d77\u5824\u653e\u7f6e\u5169\u500b\u8ca8\u6ac3\uff0c\u91cd\u7528\u5728\u8dd1\u9053\u672b\u7aef\u88ab\u5404\u7a2e\u81e8\u6642\u8a2d\u65bd\u5305\u570d\u7684\u820a\u6d88\u9632\u5c40\uff0c\u53c8\u6216\u5728\u8dd1\u9053\u4e0a\u5283\u51fa\u4e00\u5c0f\u584a\u7a7a\u5730\uff0c\u537b\u6c92\u6709\u8208\u5efa\u68af\u7d1a\u6216\u659c\u5761\u8b93\u904a\u4eba\u524d\u5f80\u5cb8\u908a\u3002<\/p>\n

\u6bd4\u8a2d\u65bd\u66f4\u5927\u7684\u554f\u984c\u662f\u6c34\u8cea\u3002\u555f\u5fb7\u660e\u6e20\u7684\u81ed\u5473\u4ecd\u8a18\u61b6\u7336\u65b0\uff0c\u653f\u5e9c\u66fe\u63d0\u51fa\u4e86\u5728\u8dd1\u9053\u6253\u958b\u4e00\u500b 600 \u7c73\u7684\u7f3a\u53e3\uff0c\u8b93\u6c34\u6d41\u5354\u52a9\u6392\u8d70\u6c61\u6c34\u30022018 \u5e74\uff0c\u7576\u5c40\u537b\u56e0\u70ba\u6c34\u8cea\u554f\u984c\u7684\u6539\u5584\u63d0\u51fa\u6c92\u6709\u8208\u5efa\u8a72\u7f3a\u53e3\u7684\u5fc5\u8981\uff0c\u4e26\u5efa\u8b70\u628a\u539f\u6709\u571f\u5730\u7528\u4f5c\u767c\u5c55\u53ca\u57fa\u5efa\u7528\u9014\u3002\u96a8\u7740\u5de5\u5ee0\u5317\u79fb\uff0c\u628a\u5de5\u696d\u6c61\u6c34\u6392\u5230\u660e\u6e20\u7684\u4e0d\u8ca0\u8cac\u884c\u70ba\u65e5\u6f38\u6e1b\u5c11\uff0c\u6c34\u8cea\u624d\u7a0d\u70ba\u6709\u4e9b\u6539\u5584\u3002<\/p>\n

\u4ee4\u4eba\u5629\u7136\u7684\u662f\u653f\u5e9c\u7adf\u5728 2020 \u5e74 11 \u6708\uff08Y\/K22\/4\uff09\u5efa\u8b70\u57ce\u898f\u6703\u7e7c\u7e8c\u628a\u4e5d\u9f8d\u57ce\u3001\u89c0\u5858\u7684\u6392\u6c34\uff0c\u53ca\u5927\u57d4\u548c\u6c99\u7530\u6c61\u6c34\u8655\u7406\u5ee0\u7684\u5df2\u8655\u7406\u6c61\u6c34\u6392\u653e\u5230\u81ed\u5473\u554f\u984c\u5df2\u7d93\u6539\u5584\u7684\u555f\u5fb7\u660e\u6e20\uff0c\u4ee4\u4eba\u8cea\u7591\u5728\u555f\u5fb7\u6c34\u57df\u9032\u884c\u5eb7\u6a02\u6d3b\u52d5\u7684\u5b89\u5168\uff0c\u64d4\u5fc3\u5927\u8178\u687f\u83cc\u80fd\u5426\u5728\u53ef\u898b\u5c07\u4f86\uff0c\u7b26\u5408\u6b21\u7d1a\u63a5\u89f8\u7684\u6a19\u6e96\u3002\u5176\u5be6\u89e3\u6c7a\u65b9\u6cd5\u975e\u5e38\u7c21\u55ae\uff0c\u53ea\u9808\u628a\u9019\u4e9b\u6c61\u6c34\u76f4\u63a5\u5f15\u6d41\u5230\u958b\u653e\u6c34\u57df\u3002\u89e3\u6c7a\u555f\u5fb7\u554f\u984c\uff0c\u70ba\u6642\u672a\u665a\u3002<\/p>\n
