Adding markets to Hong Kong\u2019s recycling network is one of the ways FEHD and EPD can operate better under the proposed bureau.<\/em><\/strong><\/p>\n<p>The chief executive has proposed a merger of the Food and Environmental Hygiene Department (FEHD) and the Environmental Protection Department (EPD). The future\u00a0<a style=\"color: #eb4102;\" href=\"https:\/\/www.scmp.com\/news\/hong-kong\/politics\/article\/3163157\/does-carrie-lams-ambitious-plan-overhaul-hong-kongs?module=inline&amp;pgtype=article\">Environment and Ecology Bureau<\/a>\u00a0will combine FEHD\u2019s waste and cleansing operations and EPD\u2019s recycling operations under one authority. We fully support this plan.<\/p>\n<p>We would like to highlight an example of the opportunities this merger brings. The FEHD operates 97 public markets located throughout all 18 districts. A HK$2 billion Market Modernisation Programme is under way, starting with an overhaul of Aberdeen market.<\/p>\n<p>The benefits of using public markets as recycling points in the community recycling network include convenience, cost effectiveness, infrastructure and space availability.Firstly, public markets are convenient locations for residents to drop off recyclables as they are part of their daily shopping routine.<\/p>\n<p>Secondly, EPD has opened 11 recycling stations and 22 recycling stores. The average monthly expense is HK$419,831 per store. A large portion is spent on rent. GREEN@Tin Hau pays HK$130,000 per month for 1,000 sq ft, or HK$130 per sq ft. In contrast, rent at public markets varies between HK$0.50 and HK$32 per sq ft. The rent at the Causeway Bay Market, just down the street from Tin Hau, is only around HK$4.50 per sq ft<\/p>\n<p>Thirdly, EPD\u2019s recycling stores have come under criticism for occupying public space. Residents place recyclables at the door when the store is closed, and the store places bagged material outside awaiting transport. These commercial shops lack the facilities commonly available at public markets: a loading bay, storage capacity and a parking area.<\/p>\n<p>Finally<strong>,<\/strong>\u00a080 out of the 97 markets have vacant space. The average occupancy rate of public markets is 88 per cent and, for some, occupancy is as low as 40 per cent<strong>.<\/strong>\u00a0In all, 79 markets have at least 600 sq ft unused, which is EPD\u2019s recommended size for a GREEN store in its tender specification.<\/p>\n<p>In the 2019 policy address, the government announced a \u201csingle site, multiple use\u201d model for greater efficiency in land use for public buildings. It would be good to see the same policy applied to FEHD\u2019s public markets and EPD\u2019s recycling stores.<\/p>\n<p>When we approached FEHD, it responded that the provision of a recycling store is currently out of their scope of services for public markets. The merger of FEHD and EPD is a good opportunity for a rethink.<\/p>\n<p>During the public consultation on a future producer responsibility scheme for plastic beverage containers, EPD asked retailers to take responsibility for collecting recyclable packaging. The government can set an example by including a recycling store in each public market. This would expand the community recycling network fourfold at a fraction of the cost, and offer convenience to nearby residents.<\/p>\n<p>Aberdeen market is good place to start.<\/p>\n<p><em>Paul valign=\"top\"><strong>\u7da0\u5728\u98df\u74b0\u8857\u5e02<\/strong><strong>\u00a0&#8211;\u00a0<\/strong><strong>\u7531\u9999\u6e2f\u4ed4\u8857\u5e02\u505a\u8d77<\/strong>\n<p>\u00a0<\/p>\n<p>\u884c\u653f\u9577\u5b98\u5df2\u5efa\u8b70\u5c07\u98df\u7269\u53ca\u74b0\u5883\u885b\u751f\u7f72\uff08\u98df\u74b0\u7f72\uff09\u548c\u74b0\u5883\u4fdd\u8b77\u7f72\uff08\u74b0\u4fdd\u7f72\uff09\u5408\u4f75\u3002\u672a\u4f86\u7684\u300c\u74b0\u5883\u548c\u751f\u614b\u5c40\u300d\u6703\u5c07\u98df\u74b0\u7f72\u7684\u5ee2\u7269\u8655\u7406\u548c\u6e05\u6f54\u7b49\u8077\u52d9\uff0c\u8207\u74b0\u4fdd\u7f72\u7684\u56de\u6536\u8077\u52d9\u5408\u4f75\u70ba\u4e00\u500b\u90e8\u9580\u3002\u514d\u300c\u5ee2\u300d\u66a2\u98f2\u5168\u529b\u652f\u6301\u9019\u500b\u5408\u4f75\u8a08\u5283\uff0c\u4e26\u5e0c\u671b\u85c9\u7740\u662f\u6b21\u5408\u4f75\u7684\u6a5f\u6703\uff0c\u5efa\u8b70\u628a\u74b0\u4fdd\u56de\u6536\u5e36\u5165\u98df\u74b0\u8857\u5e02\uff0c\u5efa\u7acb\u300c\u7da0\u5728\u98df\u74b0\u8857\u5e02\u300d\uff0c\u8b93\u5e02\u6c11\u6709\u66f4\u591a\u65b9\u4fbf\u7684\u5730\u65b9\u56de\u6536\u3002<\/p>\n<p>\u73fe\u6642\u98df\u74b0\u7f72\u7d93\u71df 97 \u500b\u516c\u773e\u8857\u5e02\uff0c\u5206\u4f48\u5728\u5168\u6e2f 18 \u5340\u300220 \u5104\u7684\u300c\u8857\u5e02\u73fe\u4ee3\u5316\u8a08\u5283\u300d\uff08\u73fe\u4ee3\u5316\u8a08\u5283\uff09\u73fe\u6b63\u63a8\u884c\u4e2d\uff0c\u9996\u500b\u9805\u76ee\u6b63\u662f\u9999\u6e2f\u4ed4\u8857\u5e02\u5927\u7ffb\u65b0\u3002\u57fa\u65bc\u6210\u672c\u3001\u4fbf\u6377\u5ea6\u3001\u57fa\u790e\u8a2d\u65bd\u548c\u7a7a\u7f6e\u7387\u7b49\u56e0\u7d20\uff0c\u6211\u5011\u5efa\u8b70\u5c07\u6709\u300c\u5148\u5929\u512a\u52e2\u300d\u7684\u516c\u773e\u8857\u5e02\u7d0d\u5165\u793e\u5340\u56de\u6536\u7db2\u7d61\u3002\u9996\u5148\uff0c\u516c\u773e\u8857\u5e02\u662f\u5e02\u6c11\u653e\u4e0b\u56de\u6536\u7269\u7684\u65b9\u4fbf\u5730\u9ede\uff0c\u56e0\u70ba\u8857\u5e02\u662f\u5e02\u6c11\u65e5\u5e38\u8cfc\u7269\u7684\u5730\u9ede\u3002<\/p>\n<p>\u5176\u6b21\uff0c\u74b0\u4fdd\u7f72\u5df2\u5728 18 \u5340\u958b\u8a2d\u4e86 11 \u500b\u56de\u6536\u74b0\u4fdd\u7ad9\u548c 22 \u500b\u56de\u6536\u4fbf\u5229\u9ede\uff0c\u6bcf\u9593\u56de\u6536\u4fbf\u5229\u9ede\u7684\u6bcf\u6708\u5e73\u5747\u71df\u904b\u6210\u672c\u70ba $419,831 \u6e2f\u5143\uff0c\u800c\u5927\u90e8\u5206\u652f\u51fa\u4f86\u81f3\u79df\u91d1\u3002\u76f8\u6bd4\u4e4b\u4e0b\uff0c\u8857\u5e02\u6bcf\u5e73\u65b9\u5c3a\u79df $0.5 \u81f3 $31 \u4e0d\u7b49\uff0c\u300c\u7da0\u5728\u5929\u540e\u300d\u6708\u79df $130,000\uff0c\u5c3a\u50f9 $130\uff0c\u8ddd\u96e2\u9285\u947c\u7063\u8857\u5e02\u53ea\u6709 273 \u7c73\uff0c\u8a72\u8857\u5e02\u5c3a\u50f9\u7d04 $4.5\u3002<\/p>\n<p>\u7b2c\u4e09\uff0c\u74b0\u4fdd\u7f72\u7684\u56de\u6536\u4fbf\u5229\u9ede\u56e0\u4f54\u7528\u516c\u5171\u7a7a\u9593\u800c\u5099\u53d7\u6279\u8a55\uff0c\u56de\u6536\u4fbf\u5229\u9ede\u5728\u71df\u696d\u6642\u9593\u5f8c\uff0c\u5e02\u6c11\u4ecd\u7136\u6703\u5c07\u56de\u6536\u7269\u653e\u5728\u9580\u53e3\uff0c\u56de\u6536\u4fbf\u5229\u9ede\u5c07\u56de\u6536\u7269\u6253\u5305\u5f8c\u653e\u5728\u92ea\u4f4d\u5916\u9762\u7684\u884c\u4eba\u8def\u4e0a\uff0c\u7b49\u5019\u904b\u5f80\u56de\u6536\u3002\u9019\u4e9b\u554f\u984c\u6e90\u65bc\u7f3a\u4e4f\u4e0a\u843d\u8ca8\u5340\uff0c\u5132\u7269\u5730\u65b9\u548c\u505c\u8eca\u6cca\u4f4d\u3002<\/p>\n<p>\u6700\u5f8c\uff0c\u5728 \u5e73\u65b9\u5c3a\u7684\u9592\u7f6e\u6524\u6a94\uff0c\u9019\u4e5f\u662f\u56de\u6536\u4fbf\u5229\u9ede\u62db\u6a19\u66f8\u5efa\u8b70\u7684\u92ea\u4f4d\u5c3a\u5bf8\u3002<\/p>\n<p>\u5728 2019 \u5e74\u7684\u65bd\u653f\u5831\u544a\u4e2d\uff0c\u653f\u5e9c\u5ba3\u5e03\u4ee5\u300c\u4e00\u5730\u591a\u7528\u300d\u6a21\u5f0f\u767c\u5c55\u591a\u7528\u9014\u516c\u5171\u8a2d\u65bd\u5927\u6a13\uff0c\u4ee5\u63d0\u9ad8\u571f\u5730\u4f7f\u7528\u6548\u7387\u3002\u5982\u679c\u80fd\u770b\u5230\u540c\u6a23\u7684\u653f\u7b56\u9069\u7528\u65bc\u98df\u74b0\u7f72\u7684\u516c\u773e\u8857\u5e02\u548c\u74b0\u4fdd\u7f72\u7684\u56de\u6536\u4fbf\u5229\u9ede\uff0c\u96d9\u528d\u5408\u74a7\u70ba\u74b0\u4fdd\u548c\u5e02\u6c11\u7de0\u9020\u96d9\u8d0f\u65b9\u6848\uff0c\u90a3\u5c31\u66f4\u7406\u60f3\u3002\u5c31\u6b64\u5efa\u8b70\uff0c\u6211\u5011\u66fe\u8ddf\u98df\u74b0\u7f72\u806f\u7d61\uff0c\u7f72\u65b9\u537b\u56de\u61c9\uff0c\u76ee\u524d\u63d0\u4f9b\u56de\u6536\u4fbf\u5229\u9ede\u4e0d\u5c6c\u65bc\u516c\u5171\u5e02\u5834\u7684\u670d\u52d9\u7bc4\u570d\u3002\u6211\u5011\u671f\u671b\u5c07\u4f86\u7684\u5408\u4f75\u80fd\u8b93\u7576\u5c40\u91cd\u65b0\u8003\u616e\u300c\u7da0\u5728\u98df\u74b0\u8857\u5e02\u300d\u3002<\/p>\n<p>\u5728\u5851\u81a0\u98f2\u6599\u5bb9\u5668\u751f\u7522\u8005\u8cac\u4efb\u8a08\u5283\u7684\u516c\u773e\u53c3\u8207\u904e\u7a0b\u4e2d\uff0c\u74b0\u4fdd\u7f72\u660e\u78ba\u8868\u793a\uff0c\u96f6\u552e\u5546\u5fc5\u9808\u627f\u64d4\u6536\u56de\u53ef\u56de\u6536\u6750\u6599\u7684\u8cac\u4efb\u3002\u653f\u5e9c\u61c9\u8a72\u6a39\u7acb\u699c\u6a23\uff0c\u5728 97
