Disagreement between Government and MTRCL over a miserly HK$88 million in 2003 will cost the Hong Kong public billions for extra work, generate heaps of construction waste, and see the central waterfront turned into a construction site once again till 2032.<\/p>\n\n\n\n

The Harbourfront Commission found this out on Tuesday 25 April 2023, when we were asked to comment on the design of a ventilation building associated with the rail tunnel. We learned that the brand-new central waterfront is to be dug up from 2025 to 2032 to extend the Tung Chung and airport express lines by some 500 meters and to include facilities for the future North Island Line. The main roads, the event space and the public spaces in front of the City Hall and Star Ferry car park will be occupied.<\/p>\n\n\n\n

<\/p>\n\n\n\n

We predicted this disaster in our May 2008\u00a0newsletter<\/a>, we just had no idea of the scale and impact.\u00a0That we needed the overrun tunnel and where it would be built was\u00a0well-known long before the reclamation started<\/a>. The tunnel box could have been built at the same time as the Central Reclamation Phase III (HK$6 billion) and the Central-Wanchai Bypass (HK$36 billion). However,\u00a02003 LegCo papers show that the MTRCL and Government (which owns 75% of the company!)\u00a0failed to agree<\/a>\u00a0on the HK$88 million cost of including preliminary rail tunnel works with the reclamation and road works.\u00a0Paragraph 5<\/a>\u00a0shows that the Government demanded that these works were funded by MTRCL. The MTRCL refused. Including the rail works when the reclamation and bypass were in progress would have avoided massive costs today. Importantly – the community would have avoided the impairment of the brand-new waterfront by lengthy and unnecessary additional tunnel and road works.<\/p>\n\n\n\n

Just to be clear \u2013 it is the government (the public) who will now pay for this disaster. The cost of the extension and overrun tunnel will be deducted from the land premiums the MTR will pay to government for the property development rights on top of the Tung Chung East and West stations.
\u00a0As for the proposed ventilation building, the Harbourfront Commission was presented with a monstrous structure\u00a0unbecoming of the prominent location on the Central Waterfront. We rejected the proposal for the design and location of the ventilation building, and we rejected the size and duration of the \u201ctemporary\u201d works area:<\/p>\n\n\n\n

  1. Can the works area be drastically reduced in size, time and impact?<\/li>
  2. Can the ventilation building be moved and better integrated (i.e. part of the footbridge connecting site 3 to the waterfront?) and include seating, restaurants, toilets, other amenities?<\/li>
  3. What improvements to the roads and waterfront can be included in the reinstatement works upon completion of the overrun tunnel?<\/li><\/ol>\n\n\n\n

    \u6e2f\u9421\u548c\u653f\u5e9c\u7684\u6700\u65b0\u8a08\u5283\u2014\u5c07\u4e2d\u74b0\u6d77\u6ff1\u8b8a\u8fd4\u505a\u5de5\u5730\uff1f<\/h2>\n\n\n\n

    \u57282003\u5e74\uff0c\u9999\u6e2f\u653f\u5e9c\u8207\u7576\u6642\u7684\u5730\u4e0b\u9435\u8def\u516c\u53f8\u56e0\u672a\u80fd\u5c31\u516b\u5343\u516b\u767e\u842c\u9054\u6210\u5171\u8b58\uff0c\u5c0e\u81f4\u4e8c\u5341\u5e74\u5f8c\u7684\u4eca\u5929\u9700\u8981\u82b1\u6578\u4ee5\u5104\u8a08\u7684\u516c\u5e11\u518d\u6b21\u5728\u4e2d\u74b0\u6d77\u6ff1\u9032\u884c\u9421\u8def\u5de5\u7a0b\uff0c\u4e26\u5c07\u767c\u5c55\u9010\u6f38\u6210\u578b\u7684\u6d77\u6ff1\u4e00\u5e36\u57282032\u5e74\u524d\u518d\u6b21\u6210\u70ba\u5de5\u5730\u3002<\/p>\n\n\n\n

    \u5728\u525b\u904e\u53bb\uff0c4\u670825\u65e5\u7684\u6d77\u6ff1\u4e8b\u52d9\u59d4\u54e1\u6703\u6703\u8b70\u4e0a\uff0c\u6e2f\u9421\u4ee3\u8868\u4ecb\u7d39\u4e86\u76f8\u95dc\u5de5\u7a0b\u4e26\u5c31\u901a\u98a8\u6a13\u7684\u8a2d\u8a08\u8aee\u8a62\u59d4\u54e1\u3002\u59d4\u54e1\u5728\u6703\u8b70\u4e2d\u7372\u6089\u5de5\u7a0b\u9700\u8981\u5f9e2025\u5e74\u958b\u59cb\uff0c\u5728\u8fd1\u5e74\u624d\u843d\u6210\u7684\u4e2d\u74b0\u6d77\u6ff1\u9032\u884c\u6316\u6398\uff0c\u5c07\u6771\u6d8c\u548c\u6a5f\u5834\u5feb\u7dda\u7684\u8ecc\u9053\u5ef6\u9577\u7d04500\u7c73\uff0c\u4e26\u5305\u62ec\u672a\u4f86\u5317\u6e2f\u5cf6\u7dda\u7684\u8a2d\u65bd\u3002\u5de5\u7a0b\u9810\u8a08\u57282032\u5e74\u5b8c\u6210\uff0c\u671f\u9593\u5927\u6703\u5802\u548c\u5929\u661f\u5c0f\u8f2a\u505c\u8eca\u5834\u524d\u7684\u4e3b\u8981\u9053\u8def\u3001\u6d3b\u52d5\u5834\u5730\u548c\u516c\u5171\u7a7a\u9593\u7b49\u5c07\u88ab\u4f54\u7528\u3002<\/p>\n\n\n\n

    \u65e9\u5728\u4e2d\u74b0\u586b\u6d77\u5de5\u7a0b\u958b\u555f\u524d<\/a>\uff0c\u5df2\u5f97\u77e5\u6389\u982d\u968a\u9053\u7684\u9700\u8981\u548c\u5efa\u9020\u96a7\u9053\u7684\u5730\u9ede\u3002 \u96a7\u9053\u672c\u53ef\u8207\u4e2d\u74b0\u586b\u6d77\u5de5\u7a0b\u7b2c\u4e09\u671f\uff0860 \u5104\u6e2f\u5143\uff09\u548c\u4e2d\u74b0\u7063\u4ed4\u7e5e\u9053\u5de5\u7a0b\uff08360 \u5104\u6e2f\u5143\uff09\u540c\u6642\u5efa\u9020\u3002 \u7136\u800c\uff0c2003 \u5e74\u7684\u7acb\u6cd5\u6703\u6587\u4ef6<\/a>\u986f\u793a\uff0c\u5730\u4e0b\u9421\u8def\u516c\u53f8\u548c\u653f\u5e9c\uff08\u540c\u6642\u662f\u516c\u53f8\u6700\u5927\u7684\u80a1\u6771\uff01\uff09\u672a\u80fd\u5c31\u5305\u62ec\u586b\u6d77\u548c\u9053\u8def\u5de5\u7a0b\u5728\u5167\u7684\u516b\u5343\u516b\u767e\u842c\u6e2f\u5143\u6210\u672c\u9054\u6210\u5171\u8b58\u3002\u6587\u4ef6\u4e2d\u7b2c5\u6bb5<\/a>\u986f\u793a\uff0c\u653f\u5e9c\u8981\u6c42\u5730\u9421\u516c\u53f8\u8cc7\u52a9\u9019\u4e9b\u5de5\u7a0b\u4f46\u906d\u5230\u516c\u53f8\u62d2\u7d55\u3002\u5047\u5982\u7576\u521d\u5728\u586b\u6d77\u548c\u7e5e\u9053\u5de5\u7a0b\u9032\u884c\u6642\u4e00\u62fc\u9032\u884c\u9435\u8def\u5de5\u7a0b\uff0c\u4eca\u5929\u7684\u5de8\u984d\u6210\u672c\u65e9\u80fd\u907f\u514d\u3002\u66f4\u91cd\u8981\u7684\u662f\uff0c\u793e\u5340\u53ca\u516c\u773e\u9700\u627f\u64d4\u539f\u672c\u4e0d\u5fc5\u8981\u4e26\u53ef\u4ee5\u907f\u514d\u7684\u984d\u5916\u96a7\u9053\u53ca\u9053\u8def\u5de5\u7a0b\u5c0d\u4e2d\u980a\u6d77\u6ff1\u9020\u6210\u7684\u640d\u5bb3\u3002<\/p>\n\n\n\n

    \u81f3\u65bc\u64ec\u8b70\u7684\u901a\u98a8\u6a13\uff0c\u6d77\u6ff1\u4e8b\u52d9\u59d4\u54e1\u6703\u8a8d\u70ba\u5efa\u7bc9\u7269\u7684\u5de8\u5927\u7d50\u69cb\u8207\u4e2d\u74b0\u6d77\u6ff1\u7684\u898f\u5283\u4e26\u4e0d\u76f8\u7a31\uff0c\u4e26\u5728\u6703\u4e0a\u53cd\u5c0d\u901a\u98a8\u6a13\u7684\u8a2d\u8a08\u548c\u4f4d\u7f6e\uff0c\u6211\u5011\u4ea6\u53cd\u5c0d\u300c\u81e8\u6642\u300d\u5de5\u7a0b\u5340\u57df\u7684\u4f54\u5730\u9762\u7a4d\u548c\u6301\u7e8c\u6642\u9593\uff1a<\/p>\n\n\n\n
