Keep small house thuggery out of country parks<\/strong><\/p>\n

For years Designing Hong Kong has warned the Lands Department and Town Planning Board of the breakdown in law and order as a result of the Small House Policy. And this is set to get worse.<\/p>\n

To deal with the infinite small house demand, Government has decided on a \u2018containment strategy\u2019. Instead of ending the Small House Policy, it restricts construction of small houses to village land. The result is for residents – not village developers who filled their pockets – to resolve: Violence, criminal intimidation, and even death.<\/p>\n

With 2\/3 of the V-zones are already used up, houses are now squeezed between existing ones, often on land used for access and parking. The location of small houses is chaotic as they are granted individually at different times on former paddy fields. The Lands Department does not guarantee right-of-way to small houses. Village developers are told to make their own arrangements for footpaths, vehicular access and parking.  And so they do where they can with the unauthorized occupation of Government (and private) land.<\/p>\n

Below are some recent examples of village thuggery as a result of the small house policy.<\/p>\n

\u70ba\u4e86\u61c9\u4ed8\u65b0\u754c\u5c0f\u578b\u5c4b\u5b87\u7684\u7121\u9650\u9700\u6c42\uff0c\u653f\u5e9c\u6c7a\u5b9a\u5be6\u65bd\u300c\u904f\u5236\u6230\u7565\u300d\uff0c\u6c92\u6709\u6aa2\u8a0e\u5c0f\u578b\u5c4b\u5b87\u653f\u7b56\u662f\u5426\u5b58\u6709\u6f0f\u6d1e\uff0c\u800c\u53ea\u9650\u5236\u672a\u4f86\u7533\u8acb\u53ea\u53ef\u5728\u5df2\u5283\u5b9a\u7684\u9109\u6751\u7bc4\u570d\u4e4b\u5167\u3002\u96a8\u8457\u571f\u5730\u8d8a\u898b\u77ed\u7f3a\uff0c\u5c45\u6c11\u9593\u7684\u885d\u7a81\u4e5f\u8d8a\u4f86\u8d8a\u6fc0\u70c8\uff0c\u66b4\u529b\u3001\u6050\u5687\u500b\u6848\u6f38\u591a\u3002\u53e6\u4e00\u908a\u5ec2\uff0c\u5730\u7522\u5546\u537b\u9032\u8139\u4e0d\u5c11\u3002<\/p>\n

\u73fe\u5728\u5df2\u6709\u4e09\u5206\u4e4b\u4e8c\u7684\u571f\u5730\u88ab\u4f7f\u7528\uff0c\u65b0\u5efa\u7684\u5c0f\u578b\u5c4b\u5b87\u53ea\u80fd\u5728\u5df2\u6709\u7684\u5c4b\u5b87\u4e4b\u9593\u8993\u7a84\u5730\u800c\u5efa\uff0c\u800c\u4e14\u5f80\u5f80\u6703\u4f54\u7528\u539f\u4f86\u7684\u901a\u9053\u6216\u6cca\u8eca\u4f4d\u3002<\/p>\n

\u7531\u65bc\u9019\u4e9b\u5c4b\u5b87\u8208\u5efa\u7684\u5730\u6bb5\u591a\u662f\u8fb2\u5730\uff0c\u800c\u5730\u653f\u7f72\u4e26\u6c92\u6709\u5c31\u8208\u5efa\u5c0f\u578b\u5c4b\u5b87\u7684\u5730\u6bb5\u4f5c\u51fa\u8a73\u7d30\u898f\u5283\u3002\u7533\u8acb\u4eba\u6216\u767c\u5c55\u5546\u9700\u81ea\u884c\u8655\u7406\u5c0f\u578b\u5c4b\u5b87\u7684\u9053\u8def\u548c\u8eca\u8f1b\u505c\u6cca\u7684\u4f4d\u7f6e\uff0c\u4ee4\u5f88\u591a\u5b98\u5730\uff08\u6216\u79c1\u5730\uff09\u88ab\u975e\u6cd5\u4f54\u7528\uff0c\u5c0e\u81f4\u5f88\u591a\u6df7\u4e82\u7684\u60c5\u6cc1\u3002<\/p>\n
